Value does not fall within expected range

I am going through the tutorial document. Everything worked fine in VS 2008 on Win 7. When I run it on VS 2010 beta 2 on Server 2008, everything works fine up until I try to drag a node. This error was resolved once I added a settings file (iceSettings.xml)
